yeah no, that rule doesn't work TOS - the host should remain completely unbiased because they could just hold off on voting until they start getting other votes in and use that info to game the result.
Also, I doubt anyone would actually want to host back-to-back themes anyway, there is a surprising amount of work involved in collating the submissions, posting the playlists, collecting and tallying votes and then handling the reveal.
Tie-breaker rules and the like can be set on a theme by theme basis according to the host's preference, as can extra limitations/restrictions on the submissions such as "must be under x number of Youtube views to be eligible" but I will use the standard tie-breaker rules and no view limit for the first theme if it goes ahead so everyone gets a good idea of the general mechanics of the game.
